Competency management is an ongoing challenge for Nursing Professional Development practitioners. These challenges grow even more complex when large numbers of nurses across multiple hospitals have annual competency validation requirements. Multiple paper forms, inconsistent processes and limited competency validation practices led to the development of the role of “qualified observer” and implementing electronic competency documentation.
We developed the role of the qualified observer as the only approved person who could validate the competencies of their peers. Qualified Observers (QO’s) are selected by their department leaders. All QO’s must attend a class to learn about our organizations nursing competency model, the Donna Wright model and our competency validation process.
In conjunction with Human resources (HR), we developed an electronic competency verification tool. This eliminated the frenzied search for employee files during visits from The Joint Commission and Centers for Medicare and Medicaid Services (CMS). The electronic tool was built in an existing HR performance management program that allows staff to validate their competency in front of a qualified observer and electronically send their form to be completed by the QO. The QO completes the electronic form and returns it to the employee.
This new process has eliminated lost competency forms, limited inconsistent competency validation practices and provided a consistent process for competency management across our multi- hospital health system.
